In order to promote green building in Hebei Province to a higher level,on May 27,the Department of housing and urban rural development of Hebei Province,in conjunction with the Shijiazhuang Central Branch of the people's Bank of China,Hebei banking and Insurance Regulatory Bureau,and the provincial local financial regulatory bureau,issued the circular on orderly doing a good job in green finance to support the development of green building,which solved the mismatch between the evaluation time of green building and the financing needs of the project by advancing the evaluation time of green building projects,Support projects to enjoy green financial policies in a timely manner,promote green transformation and high-quality development of urban and rural construction,and help the steady economic growth of the province.
According to the introduction,according to the actual development situation,Hebei Province has identified five types of green building projects supported by green finance.The main supporting measures are:in terms of credit line,give priority to ensuring the credit supply of green building projects;In terms of interest rate pricing,continue to release the reform potential of LPR,guide financial institutions to reduce the loan interest rate level of green building projects,and promote the steady decline of comprehensive financing costs of enterprises;In terms of loan acceptance and approval,the"green channel"mode is adopted to give priority to acceptance,approval and delivery.
Zhao Qingjian introduced that Hebei continued to carry out in-depth investigation and arrangement of five types of green building projects supported by green finance in the province,sorted out the financing needs of qualified projects,and regularly docked with the financial sector to support green building enterprises to carry out financing work.
At the same time,under the guidance of the Provincial Department of housing and urban rural development,the competent departments of housing and urban rural development in Hebei will adhere to the principles of science,openness,impartiality and fairness,and organize the pre evaluation and completion evaluation of green building projects that apply for pre evaluation in their respective administrative regions,so as to ensure that the green credit work starts and ends well.
"The housing and urban rural development department will further strengthen the supervision of the whole process of project design,construction,supervision,quality supervision,acceptance and operation,supervise the project construction to strictly implement the relevant design standards of green buildings,and ensure that the green buildings are worthy of their names."Zhao Qingjian said that the housing and urban rural development department will maintain close contact with the people's Bank of China,the China Banking and Insurance Regulatory Bureau and the local financial regulatory bureau,establish an information communication mechanism,solve the problem of information asymmetry,create necessary conditions for banks and insurance institutions to obtain information on green building projects,and accelerate the mutual development and integration of green building and green finance in Hebei Province.
