When it comes to achieving the goal of"double carbon",we may immediately associate the emission reduction of factories and motor vehicles.After many investigations,the Central Committee on Population,Environment and Resources of the Democratic Revolution has noticed that"carbon reduction"in the construction sector is also the key.
"The construction industry is an invisible'carbon emitter',which is also a common problem facing the world."Cui Cheng,a member of the Central Population,Environment and Resources Commission of the Democratic Revolution and a researcher of the Energy Research Institute of the National Development and Reform Commission,who participated in the proposal,explained the importance of"carbon reduction"in the construction sector in an interview with China News,"Among the three major carbon emission sectors of industry,construction and transportation,the construction sector has a long renewal cycle,a high proportion of emissions and a great difficulty in reducing emissions.According to the data in the China Building Energy Consumption Research Report 2020,China's carbon emissions during the whole construction process in 2018 were 4.93 billion tons of carbon dioxide,accounting for 51.3%of the national carbon emissions."
Cui Cheng said that in recent years,China has successively issued a series of implementation plans and supporting measures,and has successively issued the"Building Carbon Emission Measurement Standard","Near Zero Energy Consumption Building Technical Standard"and other documents.In 2022,the Ministry of Housing and Urban-Rural Development and Reform Commission also jointly issued the"Carbon Peak Implementation Plan in Urban and Rural Construction",and is gradually building a carbon peak,carbon neutral"1+N"policy system.However,the policy system of green construction is still not perfect,and the energy consumption and carbon emissions in the operation of buildings are also lack of in-depth research and detailed management,and the building energy efficiency grading system has not yet been established.How to reduce carbon emissions in the construction sector has become the focus of many members of the Central Population,Environment and Resources Committee of the Democratic Revolution.
In response to these problems,the Central Committee of the Democratic Revolution proposed three suggestions.First,carry out R&D innovation and pilot demonstration of low-carbon technology in the construction field;Second,increase the promotion of green construction;Third,explore and carry out building energy efficiency grading management,study and formulate building energy efficiency grading standards and relevant policies and regulations.
Liu Chuan,member of the Central Committee of Population,Environment and Resources of the Democratic Revolution,also participated in the writing of the proposal.He pointed out that,"In terms of increasing the promotion of green construction,we propose to vigorously develop prefabricated concrete buildings and promote prefabricated steel structure buildings.The prefabricated steel structure buildings have the characteristics of light weight and thin wall,which will increase the indoor effective use area by 5%to 8%,shorten the main construction period by 50%,and achieve the main structure recovery rate of 90%."At the same time,he also suggested that,"Relying on solar photovoltaic power generation to achieve low carbon and environmental protection of buildings.Through the combination of thin film solar technology and glass,the glass curtain wall can convert light energy into electric energy,and then be applied to indoor lighting,fresh air system and air conditioning system of buildings."
Liu Chuan is the general manager of CSCEC Overseas Co.,Ltd.,and has been engaged in urban development and construction,infrastructure construction and operation for more than 20 years.In his view,the proposal of the"double carbon"goal is a new challenge and opportunity for the development of the construction industry.The proposal is based on a large number of research and practice,providing assistance to effectively solve relevant problems,and will further promote the realization of the"double carbon"strategic goal.
In addition,the proposal also proposes to study and formulate building energy efficiency classification standards and relevant policies and regulations based on the characteristics of energy consumption and carbon emissions during the construction operation stage in China.Cui Cheng said that if each building is given a building energy efficiency rating license,it can vigorously promote the green and low-carbon construction.
This proposal on the"breaking point"of energy conservation and carbon reduction has been highly valued by the Ministry of Housing and Urban-Rural Development and other departments."The relevant departments not only gave a detailed response to the proposal,but also issued the"Implementation Plan for Carbon Peak in Urban and Rural Construction"in June 2022,absorbing the relevant suggestions in the proposal."Cui Cheng said,"The plan provides necessary policy support for promoting carbon peak in this field."
It is worth noting that the Central Committee of the Democratic Revolution has long paid attention to the issues of green development and energy conservation and emission reduction,inspected the construction of Jiuquan renewable energy base,investigated the development of wind power and photovoltaic in coastal areas,and put forward relevant proposals to contribute the wisdom of the Democratic Revolution to the high-quality development of the economy and society.The National People's Congress and the National People's Congress will be held in 2023.It is worth looking forward to what proposals the Central Committee of the Democratic Revolution will put forward.
